Wireless companies seem content to upgrade, but not to expand coverage. They improve their technology to a very modest improvement to the average consumer. Consumers typically complain about dropped calls and lack of service rather than slower data rates. The two are connected, but the wireless companies want to sell me more phones rather than make my phone useable in more places.
