They can’t even tell when people are tethering. It would kill their network resources to do so. I know it’s Verizon and they can pump as many resources as they like into packet inspection but honestly do you think it would be worth it?

It’s far more likely they’re using deep packet inspection, as well as the usual traffic analysis based on request headers, to obtain this information.
