		<description><![CDATA[If loopholes exist then companies (or indeed for that matter individuals) are going to exploit them. The answer is for governments to change the rules and close them, if there&#039;s tax they should feel they&#039;re entitled to but aren&#039;t getting. But tax rules seem to get more complicated each year, not simpler so if anything there are likely to be more opportunities not less. While companies answer to their shareholders and need to show improved finances each and every quarter they&#039;re not going to pay more than they legally have to. There&#039;s a difference between tax avoidance (legal) and tax evasion (illegal) after all. What these reports need to offer is proposals on how to change the rules - singling out particular companies doesn&#039;t do any good, because it just takes attention off every other company who are doing exactly the same thing.]]></description>
