		<description><![CDATA[Until Russia can stand up and face the serious short comings of their whole space program and quality control assurance management, they can not be expect to be delivering anything more serious than the 50 year old same old same old sending rockets on low earth orbit.  It is a fundamental problem that is questioning the whole bases of their space program.  Starting with 4 consecutive failures of their moon rocket, which failed for such a lack of basics as a full time test burn for their engines to test the engine management software and plumbing.  Looks like nothing is fixed since then.  I am more than positive that NASA is aware of that, but cannot cancel their seats on the russian rocket, because the Space station would have to be shut down.

It is a basic political problem still remaining in Russia 20 rears after the end of the USSR.  THe political  environment still rather looks for non existent foreign monsters under the bed, than face their shortcomings and come to a real solution through self examination.  They are like children, &quot;I did not do it it, it was the other kid.&quot; Ridiculous. ]]></description>
