Musk did say they were working with the states to make sure that would be allowed, and wasn’t sure it would be in the final versions.

By 2016 however, I’d be shocked if cameras weren’t allowed to replace the mirrors.

So either it will have rear cameras displaying video all the time to the driver of what’s behind him/her…or the concept artists is unfamiliar with states’ side mirror laws.
