“The executive told investors and reporters on a
conference call that the 7000MHz block C spectrum that Verizon proposes
to sell just isn’t good enough for T-Mobile to expand its business.”

Its suppose to say Verizon is proposing to sell its 700 MHz Blocks A and B.  Verizon is NOT selling its 700 Mhz Block C spectrum which it currently uses for LTE.
