Well it’s 100% your fault for not understanding the spec. He didn’t say much because he probably was sick and tired of arguing with customer like you. You bought 16gb and you did get 16gb. Unless you want useless tablet, all manufacturers have to install OS and apps on memory. IPad is the same. You wont get full 16gb user usable memory on iPad either.

You could buy a 128gb SD card for this and still save $50 over the price of the ipad.

I bought xperia tablet S 16gb (newly launched) to gift it to my son on xmas, and to my surprise when i checked in settings -> storage it showed total storage space = 10gb only. I took it to the retailer and he called sony and they confirmed that the 16gb is marketing term as all tablets only give roughly 40% less storage. so after operating systems and some sony default apps pre-installed the total usable capacity was equal to 6.7gb only. :( I told the retailer that if its got 10gb only than you shouldnt be selling it as 16gb he was shut-up and dint know what to say! anyways, i returned the tablet and got ipad4.
