It's a separate project in which Nvidia is creating a custom combo CPU/GPU 64bit solution for mainly high-performance computing and data center servers. They won't even have anything out till sometime next year for Project Denver. Though that still puts them years ahead of ARMv8 development.

What they're doing with Notebooks is basically providing netbook alternative laptops, likely running Windows 8 for ARM or Google Chrome. ARM still doesn't provide anywhere near the performance of a Core i-series processor and won't for many more years at least, but they can push for cheaper and lower cost solutions and they got till next year before Intel can update their ATOM line.

While Kepler was already on track for covering a wide range of applications. Basically Nvidia designed 3-4 different versions with each support a different range of performance needs. So not really surprising it's going all the way down to Phones. Though it remains to be seen whether they'll be ARM based or Intel ATOM based.
