Fudzilla forums also state and reminds us tegra 4 also comes in dual core which will most like be launching with phones and the quad cores will be for tablets.
Texas instruments says their dual core 28nm omap chips will beat tegra 4 quad launching early next year.

If I remember correctly, Kal-El fixes the lack of media acceleration found in Tegra 2, however it STILL has a vastly bottlenecked memory controller that won’t be fixed until Tegra 4.
