Oops… SOrry about that. I misread and thout it was NASA (sorry, was reading another Slashgear article about NASA on another tab).

I still think it’s a matter of practicality, though. The Android source is freely available, giving the NSA control of what to include in these devices.

If that were the case they would have built their own bespoke phone + OS from the ground up. This is probably the most practical choice, considering NASA have suffered in recent years due to budget cuts.
