I guess not everybody required PQ screens to develop apps. There were some people in EAP, then EAP2 and then those that got pre-pre-order links. The machines given out for EAP would be from a limited production run, and therefore 25 seems to be a good enough number for the PQ.

NI seems to be quite confident of shipping devices out between 9th and 15th Jan 2011, including the PQ version, and I have not much reason to mistrust them.
