		<description><![CDATA[I am more inclinded to believe it has something to do with communications and eavesdropping.  If you watched the PBS  Nova presentation of Fractuals Mathamatics  you will recognize that this looks like a rough example of how an antenna was created using fractuals that improved signals and allowed for multiple frequencys and bandwiths at the same time.   This is why cell phones dont need antennas any more.  This is just a larger scale.  Because of scale this probably able to pick up communications over a vast area , and perhaps even signals that bounce off the ionsphere.  The idea that you need something that large to calibrate the focus on a satilite camera is ludicrious. We&#039;ve had the ability to read licence plates from space since the 70&#039;s.  ]]></description>
