This reminds me of some Westinghouse experiments in the early 1970's that photographed single photons of laser light from a neodymium doped glass laser. They used water clouded by a little milk to visualize the pulse and the shutter was opened by a polarizing substance at 90 degrees to another polarizing filter that changed its angle of rotation in the presence of bright light to open the shutter. I was in high school then and the author of the article sent me a copy of the original article. I wish I still had it. Now making a camera with frames that fast is quite an advancement. I am puzzled why it took so long to accomplish, though.
