Thats just a hunch.

But consider this, when I landed in Europe for vacation last summer, I got a txt message on my iPhone (free msg) saying that EACH txt message (sent or received) whilst roaming in Europe, would cost $19.95!

Moral: IF YOU HAVE ATT IPHONE BE SUUUUURE TO TURN OFF DATA ROAMING WHILE ABROAD, OR BE PREPARED TO SELL A FEW INTERNAL ORGANS!

Living in Manhattan, voice is all but unusable – and thus the monthly minutes are worthless. I rely on txts so this is excellent news in view of AT&Ts continued inability to get a functional network up and running in NYC.
