Think about a scenario of stolen diamonds. A thief enters stolen diamonds into a safe deposit box, he locks the box with his own key. The bank does not hold a key to the safe deposit box. The thief gives the key to a friend, so he can go and view the diamonds. Clearly only the thief and friend are liable - it&#039;s not possible for the bank to know what&#039;s in there - even if the bank does know that it&#039;s possible that someone could use it illegally.]]></description>
