My Samsung phone, having been upgraded successfully from its stock ROM, begs to differ with that notion.

Even without official upgrades, there are still plenty of upgrade opportunities if you're willing to install a custom ROM.

"Google’s numbers stand in stark contrast to those of Apple, which saw 15-percent of iOS devices upgrade to iOS 6 within 24 hours of its release." Wow so a device that is only made by one person has a higher percent of people upgrading.... thanks lou.
JB doesn't have that many features that warrant someone to upgrade, everyone that can't upgrade are not missing out on anything with their phone so why upgrade? My wife's S2 works just fine with ICS on it, would it be nice to get an update? I guess but it's not affecting the way she uses the phone. Most apps work fine with a ICS or Gingerbread. I wish my Transformer pad wouldn't have forced me to go to JB or I would have stayed with ICS so I could have native Flash support.

Users on older versions of Android aren't "resolutely fixed on the OS they’re currently running", they're STUCK on the current version they're running. So many Android devices are not upgradeable to the latest version of Android. This fragmentation will continue to fester until manufacturers start making upgradeable devices. Samsung is the worst offender by far.

By the end of this year when all the Gingerbread device users are getting handset upgrades to an Android 4.0 or better phone these stats will change. It's like the adoption of Win7 over XP. Sometimes all it takes is a buttload of hardware upgrades.
