Our company has over 5,000 customers and has been developing Mac software for 5 years now.

Limiting the number of developers is a very bad idea, but Apple typically makes stupid decisions so it is nothing new.

WWDC 2008 proves their stupidity. Those applications demo’ed for the iPHone were pretty lame.
