Actually some cannot, some bios are locked and while you can unlock them, you don’t have the features in the bios you need to turn on in order to make a Hackintosh like Ahci mode which cannot be found in some manufactured computers such as HP, Gateway, Acer ext. even if you unlock them

Any computer can be turned into a Hackintosh. The key is trial and
error. It will take several tries to get everything working correctly.
