As far as I know Seike first introduced this techonology in 2002 with the Seiko Inklink:

The old Seiko inklink works well, but not great. A lot of tablet solutions like the Acecad Digimemo and the Anoto paper solutions like the Livescribe Pulse smartpen are more accurate.
I hope Hantech and EPOS improved the accuracy of the Inklink technology, and would like to see a review on that. (I own the Seiko Inklink, the Acecad DigiMemo and a Nokia SU-1B anoto digital pen. Anoto is the best, than Acecad, and the inklink has the most distortion)
