you are correct, the NV regulation requiring 2 occupants is only for the “testing” phase. Once the AI is proven the “driver” is the person who engages the program and doesn’t have to be in the vehicle.
Section 4 “If
the certificate of compliance certifies that the autonomous vehicle is capable
of being operated in autonomous mode without the physical presence of the
operator in the vehicle, the person may operate the vehicle in this State
without being physically present in the autonomous vehicle.”

hmm, you sure? I thought that the “2 people” regulation is to be applied for any new company wishing to venture in the research of self driving cars, but not to the “proven” ones. I could be wrong and I’d find it a joke that you’d need two people in a car that can finally drive itself in addition to allowing the usual manned control.
