Those terms are different. Producing means Google can help a lot of YouTube content creators be more successful with their creations. It does not mean Google will make the content themselves. It means Google will provide support for more content creators so there will be more and more quality on YouTube. Anyone can make YouTube video with their own cheap camera, sure. But production help and advice and a team to contact the talents and give them support can 10x or 100x the amount of viewers.
