The difference between Windows and MacOS is that MacOS suspends more functions that are not being used and brings them up only when needed. This makes windows use more cpu cycles and thus be less efficient (my guestimate would be about 10-20%). This doesn't necessarily mean that it's impossible to have a quiet, cool ultrabook running Windows; as Jim25 said, it depends on the efficiency of heat dissipation. (I'm actually a windows user, so don't give me any mac fanboy rhetorics please ;)

Given the number of ultrabooks out there, and working just fine, I don't know why you think "windows is too demanding", or "CPU ends up generating too much heat". I've been using my ultrabook for a month now (including occasional development work on SQL Server - Dev server running on the ultrabook), and it works just fine. Heat is not an issue as long as it is dissipated in an efficient manner.

anything made this thin (designed to compete with the macbook air) will have heating problems
Windows is simply too demanding and the cpu ends up generating too much heat
I don't know how the macbook air pulled it off but it is freakish

What do you think, will be work PROPERLY?
