The answer to those questions is actually quite simple:  law enforcement entities -- local, federal, AND international -- are totally and completely overwhelmed.  In fact, the number of bigtime card dumpers, bank hackers, and others who have been properly busted, can almost be counted on one hand.  While many low-level operators have been rounded up and given slaps on the wrist during the last decade -- pinpricks that are similar to busting street-corner pimps and dealers -- those who are doing the real damage in the background are seemingly untouchable.

The criminals know this.  Law enforcement agencies know this... so, it&#039;s only going to get worse.]]></description>
