They are calculated based on the ratio of the diameter of the iris to the focal length of the camera. Focal lengths, i.e. Zoom Range, is what you meant to specify the 35mm equivalent for. Millimeters for zoom mean different things depending on the film or chip size of a particular camera (which varies wildly in the digital imaging world), which is why 35mm (the most prevalent film type ever) is used to give people an idea of what the arbitrary milimeter values mean for each particular camera.
