This is too funny...AT&T and TimeWarner want to be on the same playing field as Google? Be for real! These two monopolies have barely upgraded cable and phone networks in years. Why should they be given the same respect and or privileges as Google? Google is building these networks from the ground up. AT&T and TimeWarner have established networks in numerous states unlike Google. AT&T and TimeWarner should use some of the waisted money and finally provide the service people are willing to pay for! Instead these two behemoths were too concerned in mergers and acquisitions then providing top of the line upgrades.

Until AT&T and Time Warner start offering permanently free broadband Internet service to everyone in their service area and charging only a $50 one-time fee to lay fiber to a home and to give that household everything it needs to stat using its free Internet access, they don't deserve an ounce of special consideration. Google deserves special treatment and cooperation because what they are offering will help to eventually bring about a world where broadband internet access is free to all. And they also deserve it based on Google's overarching motivations and goals. If you were to judge AT&T and Time Warner based on the same standards, those companies would probably be disbanded (and Executives put in jail) rather than receiving any special considerations.

Not going to hold breath waiting for them to sue. They don't dare, because of the documentation about their lobbying and favoritism that would go into the record.

Coming from someone in the KC area - TW and AT&T can blow it out their butt. They are about to lose their precious franchises in this area and they are scared to death. Google has shown up and said " 'scuse me while I whip this out!". They didn't want to do anything else for this area until Google showed up - they were happy offering slow speed/high latency connections to anyone that they can extort money from , because they knew that you couldn't go anywhere else when you get mad. They still don't want to offer improved services to the residents, just stop or slow down anyone else who tries. liNKCity in NKC is another example - AT&T and TW tried to sue them out of business on the grounds of 'infringing on their franchise rights' - liNKCity offers a far superior service in NKC when compared to TW and AT&T...

And don't worry, Comcast will start whining soon enough - as soon as Google starts to move in on one of their franchise areas - they won't improve their offerings now - ahead of the game - they will just throw a temper-tantrum and punish all of their subscribers until Google steals them away.

In exchange for the incentives, Google is making huge investments and discounting services to consumers extremely, if ATT and Time Warner match or exceed these investments and discounts than sure. Otherwise, total BS!

Without ATT and Time Warner doing there part, it would be the same as me getting a phone because I work for Microsoft and someone who works for Starbucks saying "I want a phone from Microsoft too because I work, I even use Microsoft Products!"

It sounds confusing and ridiculous because, frankly, it would be if ATT and Time Warner aren't held to the same standards as Google.
