I’m loathe to defend a company like AT&T against anything, but here’s a fair question, I think: How DO you verify the user is deaf? But the far bigger problem is that AT&T can certainly verify the origination point of a call very easily–I mean, no one is going to bother trying hard to spoof their location (they might try a haphazard fake IP, etc but that’s still something a company like AT&T can detect). And since 95% of the volume comes from overseas (deaf or otherwise), then it would seem AT&T hasn’t been trying very hard. The bigger question: Is this deaf people overseas doing this so they have to utilize more expensive options? And if it’s not the deaf doing it, then what the heck would anyone else even bother?
