In theory, yes. In practice, that would depend on what passwords are used by the microcontrollers on Windows notebook batteries. Any manufacturers that use unique passwords (even ones as simple as the battery serial number) would be at far less risk, even before taking into account the complexity that would be added to any exploit attempt by the greater number of battery manufacturers.
